The Wild Cinema Film Festival Trust is excited to announce a short film competition on the topic "18 Years in Windhoek".
All professional as well as amateur filmmakers of Namibia are invited to submit a 5-minute short film on this theme until 20 September 2008. The genre should be fictional, experimental, animation or feature-docu-style – anything except strictly documentary.

What is more: The production of 4 short films on this topic will be funded with N$ 50.000 each. Submit your film script until 30 May 2008 and stand a chance to produce your competition entry with a funded budget.
This competition is part of the Berlin/Windhoek cultural exchange project "Shared Experiences", initiated by the non-profit organisation p.art.ners berlin-windhoek. The competition is part of a bigger development project of the Wild Cinema Windhoek International Film Festival, funded by p.art.ners berlin-windhoek. It aims at providing a much needed incentive for the development of the local film industry of Namibia.
The Theme
The theme "18 Years in Windhoek" refers to Namibia and its capital, in a manner of speaking, ‘coming of age’ in 2008. In 2008, it is 18 years since Namibia became indepent and abolished Apartheid. This year also marks the 18th birthday of Berlin as capital of reunited Germany after the fall of the Wall. "18 years", thus, refers to the timeframe within which both cities partnercities have experienced their current political, sociological and demographic make-up. On the other hand the theme "18 years in Windhoek" could also be interpreted as "being a person 18 years of age in Windhoek".
What You Can Win
The winner of the short film competition will be invited to the annual Berlin International Film Festival ("Berlinale") in February 2009, one of the most important and influential film festivals worldwide. He/she will also have the opportunity to participate in the Berlinale Talent Campus – an ideal platform and networking pool for upcoming filmmakers from all over the world.
The best competition entries will be screened at the Wild Cinema Windhoek International Film Festival in March/April 2009 and might also stand a chance of being screened at the Berlin International Film Festival in February 2009.
Furthermore, the best competition entries stand a chance to be included on a DVD of short films on the partner cities Berlin and Windhoek.

Rules for the Short Film Competition "18 Years in Windhoek":
- Any person of Namibian nationality or holder of permanent residence in Namibia may participate. Submit a copy of a valid identity document with your entry.
- Short film entries must interpret the theme "18 Years in Windhoek". Any genre is allowed except for strictly documentary style.
- The films may not exceed five (5) minutes in length.
- Films may be entered in the following formats: Betacam SP, Digi Beta, DV Cam or CD Rom.
- A DVD viewing copy must be included in the entry.
- Deadline for entries is 20 September 2008.
- Entries must include the following 3 items: a final edit of the film, a copy of your identity document, a completed entry form. Entry forms can be downloaded on www.wildcinema.org. - All submissions and any intellectual property right therein, including copyrights, shall become the property of p.art.ners and the Wild Cinema Film Festival Trust. The project partners reserve the exclusive right to publish, duplicate and sell competition entries in any form (DVD, advertising etc.) deemed suitable. All income from productions like DVDs will be the income of p.art.ners berlin-windhoek until such time as funds sponsored by p.art.ners have been refunded. Additional income from DVD or other sales thereafter will be divided equally between p.art.ners the Wild Cinema Film Festival Trust, whereas the filmmaker will receive 50% of Wild Cinema´s income thereof. The filmmaker will not be allowed to sell or market his competition entry in any form without the written consent of the project partners.
- The jury will consist of 3 Namibians and 3 German nationals. Films will be judged equally, on the basis of originality, storytelling, production values and relevance to the theme "18 Years in Windhoek". Films will be viewed by judges independently between 21st September and 1st December 2008. Final judging will take place by teleconference between 21 and 30 January 2008. All decisions made by the judges are final.
Rules for Applying for Funding of your competition entry "18 Years in Windhoek":
- All of the above Competition entry rules apply, as well as the following:
- Deadline for submission of film scripts is 30 May 2008.
- Entries must be submitted with the following 3 items: 1.) a typed film script in digital form (via e-mail or on CD), 2.) a copy of your identity document (fax or hard copy), 3.) a completed entry form. Entry forms can be downloaded on www.wildcinema.org. Entries may be hand-delivered to the Wild Cinema office at 8 Pettenkofer Street, Windhoek West, or posted to: Wild Cinema Film Festival Trust, P.O.Box 50755, Windhoek. Fax 061-259914. - The jury will consist of 2 Namibians and 2 German nationals. Scripts will be judged equally, on the basis of originality, storytelling, production values and relevance to the theme "18 years in Windhoek". Judging will take place from 1 to 30 June 2008. All decisions made by the judges are final.
- A maximum of four (4) entries will be chosen for funding. The jury reserves the right to select less than 4 entries, should the entered scripts not meet the requirements.
The winners will receive a budget for N$ 50.000 for the production of their competition entries. The funds may not be used for any other production but the competition entry. Producers will have to account for the funded amount with an Expense Reconciliation accompanied by receipts. In the case of a winner not entering his film production by the close for entries (deadline 20 September 2008), all moneys will have to be refunded to the organizers. Should a filmmaker secure additional funds for his/her production, the external sponsor will decline all rights on the intellectual property of the production.
